Short version-
Once the ruler of his alien world, for unknown crimes Xemnu was banished to an exile planet to protect the universe from his menace. He escaped and crash-landed on Earth in the 1960s. He hypnotised the entire planet into constructing a rocket powerful enough to send him home, at the cost of the Earth's destruction, but was foiled by the very man who saved him from the crash.
Eventually making it home using a different method, Xemnu discovered his race had been destroyed by a plague. Ever since, he has sought to dominate the galaxy and recreate his species. He often turns his attention to Earth, and most often faces the Hulk (or A Hulk of some sort, She, Red, Immortal etc.) or Doctor Strange.
Personality:
First and foremost, Xemnu is a showman. Although given to excessive verbosity and inordinate pomp, it is a purposeful decision and one he rarely sets aside. Whilst he prefers to be as a bombastic and grandiose as he can manage, he's fully capable of adjusting his outward mannerisms to better get the results he wants- evidenced by his occasional choice to speak much more informally and with far less an esoteric vocabulary, such as when performing as a children's entertainer or when with a rough crowd in prison. He's very good at pretending to be harmless when he wants to be, but most of the time he seeks to be imposing and impressive and therefore presents himself in that way. He has an extravagant amount of emphasis placed on his words even for a comic book villain and an almost compulsive need to gloat.
That's not to say that he isn't exactly as arrogant as he acts. Xemnu lives in a universe of which he is the centre and he has absolutely no concern for how his actions may harm others so long as he benefits. He had no compunction against destroying the entire planet Earth just to get home and practices no telepath's code of honour against violating minds. He revels in having power over people and expresses it at every opportunity. Ironically for one of the universe's finest telepaths, he has no empathy whatsoever. Even when at his most congenial and speaking on a subject personally relatable to him (specifically talking to Rocket Raccoon regarding being the last of his kind), Xemnu's most compassionate comment was that it was an interesting situation.
He is, however, not without his softness. Though utterly merciless, he nevertheless craves companionship. He comments often that he is lonely and seeks to rectify the issue- the problem is that he refuses to make friends. He's either the absolute master or nothing. It's not enough for him to repopulate his race, he has to be its ruler. It's not enough for him to seek a bride, he must modify her body to meet his tastes- though perhaps this is so he is able to mate and replenish his species. On his original visit to Earth he was defeated purely because he wanted someone to talk to, free of his mind control.
Admittedly that was partially because he has a powerful sadistic streak and took delight in telling him how the world was going to be destroyed. Though he is more than happy to just kill his foes if there is nothing personal between them, he takes the time to concoct devilish cruelties when he seeks revenge. He's a big fan of ironic punishment. He still thinks it's weird to want to cut someone's head off and use it as a cereal bowl, though.
He has mentioned that at one time on his home planet, he was regarded as a ruler, a president to be specific, but when he is introduced, he is enduring lifetime imprisonment on a planet of exile for being a menace to society. It seems quite likely that he achieved his status through charisma but his wild ambitions led him to seek out more power.
Despite his giant ego, he knows when to fold 'em, and when things aren't going according to plan, he's been known to cut his losses and flee.
Appearence:
Xemnu's appearance changes at least a little every time he appears, ranging from cybernetic additions, number of fingers, eye colour and size. This is probably because he psychically takes control of a host and through mental power rearranges their atoms into his own body. He has been known to forgo a flesh and blood host altogether and take control of a wholly mechanical body. His original size of 25' is usually reduced a more manageable 11', but he can make a body that matches his original form if he wishes. Some looks-

He seems to purposefully choose a body suitable for the job he's undertaking- for example, looks 4 and 5 are a short time between each other. In 4, he's ruling Monster Isle. In 5 he's convincing the world he's a hero.
Powers:
Xemnu possesses incredible physical power, regarded as being a match for the Incredible Hulk. However, he is not naturally a brawler and generally loses physical altercations with those more or less in his 'weight class.'
He is much more reliant on his psychic powers, which include telepathy, telekinesis, animating inanimate objects, disintegration rays, generating mental blocks and so on. He is especially adept at mental manipulation and can project it through devices, including televisions, recordings and phones. As a psychic mass, he can survive without a body entirely and possess others. Once he does, he can transform back and forth from the possessed's form to his own.
Xemnu has no mouth (and often screams) and obtains sustenance by absorbing energy. He's been shown to absorb electricity, cosmic rays (starlight & sunlight) and the psychic energy of others.
How much of these powers are biological and how many are from his cybernetic enhancements is unclear.
He's a mad scientist of the classic comic school and can build whatever the story requires. He's outstanding in the fields of bioscience (especially genetics and mutation), cybernetics, robotics and aerospace engineering. He has a penchant for transmogrifying lifeforms and improving them.
Special notes:
For those wondering how MIGHTY AND BOOMING his voice is, I always read his dialogue in the voice of Brian Blessed. He can restrain it though, much as Mr Blessed can.
Although the truth of Xemnu is not widely known on Earth (most of his altercations with Earthlings having been erased from minds or done in secret) two fictionalised versions of him are fantastically popular TV characters. As the star of the Astro-Nuts, Xemnu posed as a man in a suit and the show was a rave success. Later, a show was created without his involvement but merely inspired by him, the Xemnu The Titan Show that enjoyed similar acclaim. In a later appearance, Xemnu created a global Mandela effect to convince everyone that they grew up watching and loving a show called "Xemnu's Magic Planet" while also apparently being a real-life superhero. This event was apparently removed from everyone's memories when the effect ended, but if anyone wants their characters to recognise him as a TV star, particularly children or teenagers who grew up watching his exploits, that's fine by me (and encouraged).
Xemnu's species is called Xem, which means his name is the equivalent of Humanfred or Humanuel. Then again, he may have renamed his species after himself once he became ruler.
